Since the 1980s, <span class=\"xn-location\">Yunnan<\/span> has been at the forefront of <span class=\"xn-location\">China&#8217;s<\/span> opening-up. In 1992, <span class=\"xn-location\">Yunnan<\/span> participated in the Greater Mekong Subregion Economic Cooperation (GMS), taking advantage of its geographical location to initiate <span class=\"xn-location\">China&#8217;s<\/span> involvement in the regional integration processes of <span class=\"xn-location\">Southeast Asia<\/span>. Since the 21st century, the scope of <span class=\"xn-location\">Yunnan&#8217;s<\/span> openness has expanded from South and <span class=\"xn-location\">Southeast Asia<\/span> to the Pacific and Indian Ocean, as well as the <span class=\"xn-location\">Middle East<\/span> and <span class=\"xn-location\">Africa<\/span>, making it one of the most international provinces in <span class=\"xn-location\">China<\/span>.<\/p>\n<p>With its increasingly prominent role as a hub linking South and <span class=\"xn-location\">Southeast Asia<\/span>, <span class=\"xn-location\">Yunnan<\/span> serves as the overlapping intersection in the process of community building on various levels; for example, the building of a community with a shared future for mankind, the <span class=\"xn-location\">Asia-Pacific<\/span> community with a shared future, and the China-ASEAN community with a shared future, as well as the <span class=\"xn-location\">China<\/span>&#8211;<span class=\"xn-location\">Cambodia<\/span>, <span class=\"xn-location\">China<\/span>&#8211;<span class=\"xn-location\">Laos<\/span>, <span class=\"xn-location\">China<\/span>&#8211;<span class=\"xn-location\">Myanmar<\/span>, <span class=\"xn-location\">China<\/span>&#8211;<span class=\"xn-location\">Thailand<\/span>, and <span class=\"xn-location\">China<\/span>&#8211;<span class=\"xn-location\">Vietnam<\/span> bilateral communities with a shared future. Based on its abundant biodiversity resources, <span class=\"xn-location\">Yunnan<\/span> is also becoming the gateway for <span class=\"xn-location\">China&#8217;s<\/span> initiatives to promote a community with a shared future for all life on earth.<\/p>\n<p>The advantages of <span class=\"xn-location\">Yunnan&#8217;s<\/span> multi-dimensional convergence are reflected in four aspects:<\/p>\n<p>First, <span class=\"xn-location\">Yunnan<\/span> has become an increasingly prominent hub in the southwest direction of the Belt and Road Initiative over the past decade, and its important gateway role in deepening exchanges and cooperation between <span class=\"xn-location\">China<\/span>, and South and <span class=\"xn-location\">Southeast Asia<\/span> has been continuously highlighted in <span class=\"xn-location\">China&#8217;s<\/span> foreign policies. Currently, the bilateral provincial cooperation mechanisms between <span class=\"xn-location\">Yunnan<\/span> and five Mekong countries have been fully established.<\/p>\n<p>Second, <span class=\"xn-location\">Yunnan<\/span> has formed a framework of inner-outer integration. <span class=\"xn-location\">Yunnan<\/span> is located at the center of <span class=\"xn-location\">Asia&#8217;s<\/span> five-hour aviation circle, and at the intersection of ASEAN 10+1 Free Trade Area, GMS economic cooperation, and the Pan-Pearl River Delta Economic Zone. The China-Laos Railway, <span class=\"xn-location\">China<\/span>&#8211;<span class=\"xn-location\">Europe<\/span> freight train, and the new western land-sea corridor, enable <span class=\"xn-location\">Yunnan<\/span> to smoothly connect itself with the six corridors and routes of the BRI. The <span class=\"xn-location\">China<\/span>&#8211;<span class=\"xn-location\">Vietnam<\/span>, <span class=\"xn-location\">China<\/span>&#8211;<span class=\"xn-location\">Laos<\/span>, and <span class=\"xn-location\">China<\/span>&#8211;<span class=\"xn-location\">Myanmar<\/span> international expressways have empowered <span class=\"xn-location\">Yunnan<\/span> as a pan-Asian transportation hub. Southeast Asian countries can enter western <span class=\"xn-location\">China<\/span> through <span class=\"xn-location\">Yunnan<\/span>, connecting to the second Eurasian Continental Bridge. This will be a spectacular continental &quot;bridge&quot;, connecting <span class=\"xn-location\">Asia<\/span>, <span class=\"xn-location\">Europe<\/span>, and <span class=\"xn-location\">Africa<\/span>, bridging the Pacific, Indian and Atlantic Ocean.<\/p>\n<p>Third, <span class=\"xn-location\">Yunnan<\/span> is a crucial pivot point in the Yangtze River Economic Belt, linking South and Southeast Asian market with the internal markets of <span class=\"xn-location\">China<\/span>, which enables production factors from surrounding areas to converge in <span class=\"xn-location\">Yunnan<\/span>. In 2023, the total trade between <span class=\"xn-location\">Yunnan<\/span> province and the five Mekong countries reached about <span class=\"xn-money\">$15 billion<\/span>, and the province has established cross-border renminbi settlement channels with a total of 120 countries and regions. Furthermore, <span class=\"xn-location\">Yunnan<\/span> has gradually formed a value chain optimization and restructuring system led by the <span class=\"xn-location\">China<\/span> (<span class=\"xn-location\">Yunnan<\/span>) Pilot Free Trade Zone.<\/p>\n<p>Fourth, <span class=\"xn-location\">Yunnan<\/span> is the preferred destination for students from <span class=\"xn-location\">South Asia<\/span> and <span class=\"xn-location\">Southeast Asia<\/span> studying in <span class=\"xn-location\">China<\/span>, and the Yunnan-Mekong Vocational Education Training Base has trained over 55,000 Southeast Asian students. In addition, the secretariat of South and Southeast Asian University Network, as well as the national focal point of the GMS Knowledge Network, are both in <span class=\"xn-location\">Yunnan<\/span> University, which enhances the systematic knowledge-sharing on development experiences and policy lessons among <span class=\"xn-location\">China<\/span> and South and <span class=\"xn-location\">Southeast Asia<\/span>.<\/p>\n<p>In the future, <span class=\"xn-location\">Yunnan&#8217;s<\/span> opening-up can focus on cultivating the soft power that brings together all kinds of communities with a shared future.<\/p>\n<p>First, <span class=\"xn-location\">Yunnan<\/span> should continuously leverage the Lancang-Mekong corridor as a long-term strategic pivot, and closely interact with domestic development policies. Especially, <span class=\"xn-location\">Yunnan<\/span> should focus on logistics corridors connecting <span class=\"xn-location\">Asia<\/span> and <span class=\"xn-location\">Europe<\/span>, as well as the new western land-sea corridor, with strategic development plans for integrating energy and computing power.<\/p>\n<p>Second, given the importance of understanding the world when implementing the BRI, it&#8217;s crucial to strengthen area studies to adopt a &quot;one country, one policy &quot;approach. With its numerous universities, <span class=\"xn-location\">Yunnan<\/span> has distinct advantages in the research on <span class=\"xn-location\">Southeast Asia<\/span>, <span class=\"xn-location\">South Asia<\/span>, the <span class=\"xn-location\">Middle East<\/span> and <span class=\"xn-location\">Africa<\/span>. Based on that, developing and synthesizing policy advice on key issues related to greater regional development should be one of the priority issues for <span class=\"xn-location\">Yunnan&#8217;s<\/span> area studies.<\/p>\n<p>Third, Chinese language education and promotion is essential for <span class=\"xn-location\">China&#8217;s<\/span> international communication in the coming decades. <span class=\"xn-location\">Yunnan<\/span> has wide exposure to the outside world, and can develop new models for rapid Chinese language learning through industry-academia-research collaboration in order to enhance the capacity of Chinese international communication.<\/p>\n<p>Last but not least, a global ecological civilization center should also be proposed in the near future. Given its abundant biodiversity resources, <span class=\"xn-location\">Yunnan<\/span> has unique advantages in establishing a global or China-ASEAN ecological civilization center.
